										<content:encoded><![CDATA[<p>California lawmakers on Thursday approved the first-ever state-funded guaranteed income plan in the United States. An amount of $35 million has been allotted for monthly cash payments that will be disseminated to qualifying pregnant people and young adults recently left for foster care, there will be no restrictions on the manner of spending.</p>
<p>The Senate voting results of 36-0 and 64-0 in the Assembly expressed bipartisan support for an idea that is quickly picking pace across the country. Selling the idea to the general populace has become easier as local programs and privately funded initiatives have sprung up in recent years.</p>

<p>California’s plan is taxpayer-funded and could lead the country in the implementation of this new idea.</p>
<p>“If you look at the stats for our foster youth, they are devastating,” Senate Republican Leader Scott Wilk said. “We should be doing all we can to lift these young people up.”</p>
<p>Local governments and organizations will apply for the money and be responsible for running their programs. The decision-making will be handled by the state Department of Social Services. The local officials were given the task of determining the size of the monthly payments, generally ranging from $500 to $1000 in the programs that already exist around the country.</p>
<p>The voting coincided with the commencement of monthly payments under a temporary expansion of the federal child tax credit, received by millions of parents and viewed by many as a guaranteed form of income.</p>
<p>“Now there is momentum, things are moving quickly,” said Michael Tubbs, an adviser to Gov. Gavin Newsom, who was a trailblazer when he instituted a guaranteed income program as mayor of Stockton. “The next stop is the federal government.”</p>

The investigation started right after. During the investigation detectives at the Tulare County Sheriff&#8217;s Department discovered that a tractor-trailer carrying nuts had been moved from the lot of one Montemayor Trucking Company, Delano to another lot.</p>
<p>They later found out that the pistachios inside &#8220;were being moved from 2,000-pound sacks into smaller bags for re-sale.&#8221; After the find, Alberto Montemayor was taken in and the pistachios were returned to Touchstone. The department is further investigating the matter.</p>

										<content:encoded><![CDATA[<p>On Friday, California officials launched a website to access or download a digital copy of COVID-19 immunization records through which businesses will be able to verify the authenticity of digital &#8220;vaccine cards&#8221;. The state had opened its COVID-19 restrictions on Tuesday, but safety precautions like masks, social distancing and capacity norms are still to be followed. These apply even for those venues and locations where people have been vaccinated, but businesses are largely operating on the honour system and not &#8220;carding&#8221; people.</p>
<p>Through scanning a QR code on the card using an app that a nonprofit group is expected to launch this month, businesses would be able to see if they are genuine or not. Now, 20 million immunized Californians can access their data at myvaccinerecord.cdph.ca.gov.</p>

<div id="sda-INARTICLE">&#8220;It&#8217;s an optional tool to use,&#8221; said State Epidemiologist Dr Erica Pan.</div>

<p>Still, state officials said the e-pass could help in some circumstances, such as for travel.</p>
<p>California&#8217;s technology department developed its new website using technology known as Smart Health Cards, however, users may experience glitches with their entered names, birthdates and contact information not matching immunization records. Rick Klau, the state&#8217;s chief tech innovation officer, said only about 90% of records include contact information and some of it may be outdated.</p>
<p>California&#8217;s Los Angeles County has offered digital COVID-19 vaccine records for months through startup Healthvana. Millions of users have taken advantage, said Healthvana Chief Executive Ramin Bastani.</p>

<p>The CDC and the California Department of Public Health had been giving out different guidelines that were in contrast with one another. More clarity, efficiency comes with the new announcement. The workplace guidelines were renewed and instated that employees who were fully vaccinated need not wear masks in the workroom.</p>

										<content:encoded><![CDATA[<p>California Governor Gavin Newsom declared on Thursday that his state is going to provide more than $116 million in total prizes to residents of California, who get vaccinated against COVID-19.</p>
<p>The announcement of a prize system, which will give out 10 Californians the opportunity to win $1.5 million, has put the state in the front and center amid a rising number of states giving out their residents cash incentives to get vaccinated against COVID-19.</p>
<p>According to the announcement, all the state residents, of age 12 and older will be eligible to win the prize money.</p>
<p>“We’re putting aside more resources than any other state in America, and we’re making available the largest prizes of any state in America for those that seek to get vaccinated,” Newsom said at a Los Angeles high school, reported The Associated Press.</p>
<p>Newsom has set the goal of vaccinating atleast 70 percent of Californians before June 15.</p>
<p>He confirmed on Thursday that the state will also provide $50 to the next 2 million people who get vaccinated.</p>

Gavid Newsom&#8217;s stay-home order to slow the coronavirus outbreak, the economy had constrained and a projected $5.6 billion surplus turned into a $54.3 billion shortfall. However, the California budget went from boom to bust and back to boom when  state’s coffers began overflowing  with a $15 billion surplus in Newsom’s proposed $227.2 billion budget.The January 2021 $227.2 billion fiscal blueprint included governor&#8217;s $5 billion immediate action plan.</p>
<p>Even with the progress, Newsom still called California’s future “tenuous” and preached “prudence” and “fiscal&#8221;, but situation has drastically changed from January this year to now-California today has the country&#8217;s lowest inflation rate.</p>
<p>Newsom has proposed massive funding with the $15 billion surplus has ballooning up to five-fold  projected $75.7 billion increasing the budget to $267.8 billion.</p>
<p>Newsom&#8217;s California Comeback Plan which his office calls “the biggest economic recovery package in California history,” places major focus in 5 top domains-economic support to businesses that suffered because of the pandemic, housing affordability and combating homelessness, improvement in public education, transportation and dealing with aftermath created because of climate change circumstances.He proposed funding the plan with $100 billion.</p>
<p>However, the Republicans criticized the move as the governors strategy to buy more votes with California Republican Party Chairwoman Jessica Millan Patterson said in a statement “Gavin Newsom’s job-killing policies devastated small businesses during this pandemic, Newsom and the Democrats are responsible for California’s astronomical unemployment rate, one of the highest in the nation.&#8221;</p>

										<content:encoded><![CDATA[<p>The California- Nevada border experienced a series of earthquakes, out of which the most notable of magnitude 4.7 was encountered at around 9:35 pm, on Thursday. There have been no disclosed intimation of any damages in the area or injury to someone.</p>
<p>As informed by US Geological survey, this tremor was centred at Sierra County which is about 10 miles from Soda Springs, California and almost 27 miles away from Reno towards west.<br />
An earthquake of magnitude 3.2 preceded it by nine minutes and another of magnitude 3.1 struck the place about 2.5 minutes after this tremor.</p>

<p>Though the things won’t be as normal as pre-pandemic as the opening capacity is 25%. In order to prevent the spread of coronavirus, safety measures such as no character hugs will be in place. Friday will be the first in more than a year that guests can board rides and attractions – the new Avengers campus is set to open in June.</p>
<p>This comes after the rate of cases in California, the park’s home state, is less than a third of the U.S. average of 116 cases. As of Wednesday, it recorded 33 cases out of 100,000 people.</p>
<p>Meanwhile, the U.S. is all set to vaccinate 100 million Americans fully by the end of this weekend.</p>

										<content:encoded><![CDATA[<p>Nikola and TravelCenters of America are said to partner to make it easier for hydrogen-powered vehicles to refuel in the Golden State.</p>
<p>The two companies, in an announcement on Thursday, said that they will collaborate on providing hydrogen fueling options at two existing TA-Petro locations in California. The station will serve vehicles around Los Angeles and north of the city through the Central Valley.</p>
<p>The fueling stations are expected to commence operations in the first quarter of 2023 and will be compatible with all hydrogen fuel-cell powered trucks regardless of the manufacturer.</p>
<p>The companies anticipate developing a nationwide network of similar hydrogen fueling stations.</p>
<p>The announcement of the partnership with TravelCenters of America is the second in weeks. last week, Nikola had announced its collaboration with IVECO to deploy hydrogen infrastructure in Germany.</p>
<p>A subsidiary of CNH Industrial, the partnership aims to develop a pipeline network for transporting hydrogen from the sources of production to the fueling stations. The deal is in its initial stages; the companies didn&#8217;t provide a date for when the infrastructure will be operational.</p>
<p>Pablo Koziner, Nikola&#8217;s president for energy and commercial, said that the &#8220;collaboration in Southern California will form a basis for building an expanded network of hydrogen fueling stations for Nikola vehicle customers and industry use overall. This collaboration forms an essential part in delivering the hydrogen-based ecosystem required to advance zero-emission solutions for commercial trucks.&#8221;</p>

<p>As per a report, Johnson &amp; Johnson vaccines are already in great excess and further unfulfilled appointments may create a fuss. Walk up vaccination for anyone, at least 18 years old, will be starting from Sunday as only eligible class of groups in California can make an appointment.</p>
<p>“By providing the vaccinators working at the site some flexibility to fill the vacant slots, the vaccination rate in California will improve in an efficient and effective way, says Brian Ferguson,” CAL OES spokesperson.</p>

<p>Vaccination eligibility for 50 years and older were opened on 1<sup>st</sup> of April and from April 15 onwards anybody 16 years and older will be eligible across California. In an attempt to complete the vaccination process as swiftly as possible by opening up vaccination sites across the state.</p>
<p>Former Laker’s player, Karim Abdul-Jabbar, along with LA Unified School District Superintendent, Austin Beutner, urged the parents to get their vaccines at George Washington Prep Senior High School or Abraham Lincoln Senior High in Lincoln High.</p>
<p>Other vaccination site has been launched on Wednesday at Lon Angeles City College and at Southeast-Rio Vista YMCA, both of which requires appointments.</p>

The Richter scale measured the biggest quake as 4.0 and was centered to the east of LA International Airport. The epicenter of the quake was measured around a mile from the LA county of Lennox at 11.44 am.</span></p>
<p><span style="font-weight: 400">According to the United States Geological Survey (USGS), its depth was 19.9km.</span></p>
<p><span style="font-weight: 400">In the same region, a quake with a force of 2.5 was recorded just 30 minutes earlier.</span></p>
<p><span style="font-weight: 400">This quake was less powerful but it reached greater depths and had a range of 25.9km.</span></p>
<p><span style="font-weight: 400">Around 2km from Beaumont, the third earthquake in the state of California was recorded on Sunday evening.</span></p>
<p><span style="font-weight: 400">The quake reached depths of 13.4km at 9.14 pm (4.14 am BST Monday) with a magnitude of 3.4.</span></p>
<p><span style="font-weight: 400">Seismologist Dr. Lucy Jones wrote on Twitter, “The M4.0 that just happened was under Lennox, CA, near Inglewood. She said that the quake was very deep at 20 km and everyone at least 20 km away would have been felt by most people awake in LA.</span></p>
<p><span style="font-weight: 400">“Movement was thrust, probably not on any mapped fault.”</span></p>
<p><span style="font-weight: 400">Several worried Americans have communicated their experience of the quakes on the testimonies page on the European-Mediterranean Seismological Centre (EMSC) website.</span></p>
<p><span style="font-weight: 400">One witness in Lennox shared his experience saying,  “My bed was moving is the second time now.”</span></p>
<p><span style="font-weight: 400">Another resident in Inglewood said, “Scared the hell outta us.”</span></p>
<p><span style="font-weight: 400">Residents in Alondra Park added: “Rolling, trembling, rattling earthquakes.”</span></p>
<p><span style="font-weight: 400">A citizen from View Park-Windsor Hills said: “My windows were rattling.”</span></p>
<p><span style="font-weight: 400">As of now no injuries or damage to buildings are reported yet.</span></p>
<p><span style="font-weight: 400">Around 40 million people live in California.</span></p>
